Mistral and HUMAIN Are Building 'Sovereign AI' in Saudi Arabia

Mistral and HUMAIN today announced plans to build “sovereign AI infrastructure” in Saudi Arabia and across the region. Per the joint announcement, the work "represents a collaboration in the hundreds of millions of euros."

Mistral, the Paris-based open-weights lab, will team with HUMAIN, the AI company owned by Saudi Arabia's Public Investment Fund, to develop and localize advanced models and deploy AI solutions inside the Kingdom and the wider region.

The companies said the tie-up is "designed to meet growing demand for sovereign AI"—meaning data is not controlled by third-party companies and models can be owned on open weights.

Mistral has been assembling its own compute position through Mistral Compute, its end-to-end infrastructure arm. The HUMAIN arrangement extends that reach eastward, giving Mistral a path to run workloads on Saudi-based capacity rather than leaning solely on European and/or American infrastructure. The companies also plan a joint go-to-market push in Saudi Arabia toward regulated industries.

The lab has been busy on the model side too. Weeks ago it shipped a unified open-source model with remote coding agents and a Work Mode in its Le Chat interface, the latest in a run that includes its frontier family built to challenge DeepSeek and an earlier high-performance model pitched against ChatGPT, Claude, and Gemini.

HUMAIN arrives with a year-plus buildout already stacked. In November 2025 it expanded an NVIDIA partnership covering plans to deploy up to 600,000 of NVIDIA's latest AI systems over three years, including GB300 platforms, alongside an xAI data-center agreement anchored by a 500 MW-plus facility and an AWS deal to manage up to 150,000 GPUs in a dedicated Riyadh AI Zone.

That same month, HUMAIN, AMD, and Cisco formed a joint venture targeting up to 1 GW of AI infrastructure by 2030.

The Gulf's checkbook has been courting European AI all year.

Earlier this summer Mistral expanded a partnership with Microsoft to add compute capacity in Europe, and in early August it introduced European Compute Units, a structure meant to pool long-term enterprise commitments so Europe's needed capacity actually gets built.
